Rules and Regulations for Members and the Operation
of the Central Kentucky Horse Show Association

  1. Organization:
    1. PRESIDENT – Shall be elected at the Annual Meeting of the Association by the member shows of the Central Kentucky Horse Show Association. Each member show in good standing shall be permitted to cast one vote in the election of the President. That vote shall be cast by the representative of the member show which is listed on the records of the Secretary as the representative of that respective show.
    2. VICE PRESIDENT – To be elected at the Annual Meeting. Shall serve on the Executive Committee and assume duties of the President in the event of absence of the President, or the Executive Committee may appoint a person to fill out the President’s term, if the President cannot complete their elected term and the Vice President declines the position.
    3. TREASURER – To be appointed by the Executive Committee of this Association.
    4. CORRESPONDENCE SECRETARY – To be appointed by the incoming President of this Association.
    5. POINT SECRETARY - To be appointed by the Executive Committee of this Association.
    6. BOARD OF DIRECTORS – Each member show shall be permitted to appoint one director each to the Board of Directors.
    7. EXECUTIVE COMMITTEE – Shall consist of the President as Chairman, the Vice President, Secretary, Treasurer, two other members and members of the Rules Committee. This committee shall be elected annually at the annual meeting by the Board of Directors. Appointed officers have no voting privileges on the executive and/or rules committee but may serve in an advisory capacity.
       
  2. Show Membership:
    1. Only a recognized show in good standing may claim to operate under rules of this Association.
    2. Each member show must have a representative in attendance at the annual business meeting or send a letter to the President prior to the meeting, stating the intent to remain a member of this Association. In the event an official representative is not present or a letter of intent is not received, the dates for that show will be assigned to another show.
    3. There has been a Central Kentucky Horse Association operating previous to the writing of these rules and regulations and each membership show has set days of certain weeks and certain months for their individual show. THEREFORE, as of the 1980 show season, present member shows or shows applying for membership in the Association shall not be permitted to schedule conflicting show dates if the affected shows are closer than a fifty-mile distance to each other. Member shows closer than a fifty-mile to each other may schedule conflicting dates by mutual consent of show or shows so affected. Should a present member show within a fifty-mile radius and so advertise that as their dates, then that member shall automatically be expelled from this Association and forfeit all their rights and privileges as a member until they agree to accept a non-conflicting date.
    4. Each member show shall pay on or before March 1, the annual dues to the Association as follows:
      1. Class A (1A) - $70
      2. Class AA (2) - $80
      3. Class AAA (3A); AAAA (4A); AAAAA (5) - $100
    5. The Executive Committee shall have power to act for the Board of Directors and to take action necessary for the protection or benefit of the Association in an emergency situation only.
    6. If any members show withdraws from this Association being indebted to the same it shall be incumbent upon said show to pay that indebtedness plus the current year’s membership fee before they shall be readmitted. Upon withdrawal, they shall lose all seniority as to the dates and if they apply for readmission they shall come into the Association as a new member and take only open dates.
    7. Any new show may make application at the annual business meeting for affiliation with the Association.
    8. No new shows shall be admitted to the Central Kentucky Horse Show Association from any town in which there is now a member show, unless that member show agrees by its delegates to the Central Kentucky Horse Show Association, that it is agreeable with the member show for a new member to be admitted from the same town.
    9. Show results must be sent to the Point Secretary within fourteen (14) days following the last day of the show. results postmarked later than 14 days after the last day of the show must be accompanied by a check for $25 payable to Central Kentucky Horse Show Association, Inc. Failure to follow this rule will result in the show not being recognized the following year.
       
  3. Classification of Shows:
    1. The member shows of the Central Kentucky Horse Show Association shall be divided into five classifications. These are A (1A), AA (2A), AAA (3A), AAAA (4A), AAAAA (5A).
    2. Class A (1A) shows shall award $1,000 or more in premium money.
    3. Class AA (2A) shows shall award $2,000 or more in premium money.
    4. Class AAA (3A) shows shall award $3,000 or more in premium money.
    5. Class AAAA (4A) shows shall award $4,000 or more in premium money.
    6. Class AAAAA (5A) shows shall award $5,000 or more in premium money.
    7. Classes shall be selected from the following categories to meet show classification requirements.

    8. Member shows must list classes exactly as printed in Category I and Category II for them to qualify as point classes for Central Kentucky Horse Show Association.
    9. All member shows of the Central Kentucky Horse Show Association should have a judge or judges approved by the CKHSA Executive Committee, unless approved by the National Horse Show Commission or the KY-HIO, or USA Equestrian judges are used. All shows classified AAA or above are required to have a qualified Walking Horse judge and/or a qualified Gaited Horse judge.
       
  4. Point Awards
    1. The points toward the Championship and Reserve Champion of the Central Kentucky Horse Show Association shall be calculated according to the schedule below:

    2. When all the points have been totaled by the Point Secretary and approved by the Executive Committee of the Association, a suitable function shall be arranged in honor of the champions, at which time trophies will be awarded to each champion and reserve champion. All horses qualifying for champion or reserve champion with less than 1,000 points shall only be recognized with a ribbon award. Points will be available for inspection.
    3. The trophy will be awarded to the person who owns the horse at the time the horse is awarded its last points in a member show, if the new owner is a member of CKHSA.
    4. “Horse of the year’ awards shall be presented to the horse earning the largest number of points in each category.
    5. All horses and riders entered in the shows belonging to the Central Kentucky Horse Show Association are eligible to receive points, if the owner of the horse is a member of CKHSA and has nominated the horse for points.
    6. In a show where only one class within a division is shown, a winner shall be given stake points rather than qualifying points.
       
  5. Individual or Family Membership
    1. Participating membership dues to the Central Kentucky Horse Show Association are $15.00 for individuals and $20.00 for family, business or corporation membership, A family shall consist of husband, wife and children 18 years of age and under.
    2. HORSE NOMINATIONS. A horse is eligible for the annual point system awards if the owner is a member of Central Kentucky Horse Show Association and has nominated the horse in question, and the $1.00 per horse nomination fee is paid. The nomination will include any division in which the horse shows. A horse being shown in equitation classes only need not be nominated. If the Equitation horse shows in a performance class it must be nominated. Points will be awarded to equitation riders if they are individual members or in a family membership. Be sure to list the names of all Junior Exhibitors who might ride in an equitation class and include their date of birth.
    3. In order to receive full points for the 2007 show year, memberships must be paid and horses must be nominated by April 15th. Horses nominated after April 15th will receive points from the date of nomination.
    4. For horses changing ownership during the year, the Central Kentucky Horse Show Association shall allow the new owner ten days in which to become affiliated as participating member of the CKHSA to obtain points. The horse nomination stays with the horse.
    5. Memberships must be paid by March 1 in order for the names to be listed in the Blue Book.
       
  6. Rules for Exhibitors:
    1. Any exhibitor who is guilty of any unsportsman like conduct in the show ring shall be immediately excused from the ring.
    2. Any exhibitor wishing to be excused from the show ring after the class has commenced shall obtain permission to leave said ring from the ringmaster.
    3. Any exhibitor who is guilty of unsportsman like conduct anywhere upon the horse show grounds shall be reported immediately to the President and Secretary of the Central Kentucky Horse Show Association.
    4. Any exhibitor who has entered the show ring in a qualifying class and commenced showing and is later excused from the ring due to conditions beyond the control of the exhibitor, shall have qualified for the sweepstakes. The permission to be excused from the ring MUST have been granted by the Ringmaster.
    5. Any exhibitor who leaves the horse show ring without accepting the ribbon shall NOT receive any money or any points to which he would have been entitled for that time.
    6. A junior horse, both saddle horse and walking horse, shall be four years of age and under.
    7. All horses shall complete a qualifying class in order to show in the sweepstakes, but shall not be required to show. This does not apply to pleasure classes. The only exception shall be Rule VII-4.
    8. All horses showing in junior, three year old or two year old classes shall be mouthed by the veterinarian. His decision as the age of the animal is final.
    9. The Central Kentucky Horse Show Association shall abide by the following USA Equestrian ruling regarding Amateur Status:
      Any amateur rider is a person who shows for the enjoyment of showing horses as a sporting event and not for pay. The rider is over the age of 18 years and does not make his/her livelihood through the showing or training of horses exclusively.
      The amateur rider may accept monies in the following situations.
    10. May accept prize money offered in the class in which he/she shows.
    11. May accept monies to reimburse them for their expenses but may not create a profit for the rider financially.
    12. May accept a token of appreciation or a thing of value which is less than the value of $100.00.
    13. The amateur may be employed in positions which relate to the horse industry, but not involved in the actual training of horses for profit. Examples: Authors of horse articles, books, judges, stewards or horse show delegates. They may have an occupation related to the horse industry, such as grooms, veterinarian, farrier, tack shop owner or breeding and boarding table operator. They may not train horses for profit.
    14. No amateur may accept remuneration for riding, driving or showing in halter, training, schooling or conducting clinics or seminars.
    15. An amateur rider or driver may not show a horse for which he/she or his/her member of their family accept remuneration for training.
    16. An amateur may not give instructions to any person who rides, drives or shows in halter any horse for which activity another person in his family or corporation will receive remuneration.
    17. Equitation classes shall be ridden by a juvenile, 17 year of age and under. The age of a rider on this circuit shall be determined as follows:
      A juvenile shall be a person who has not reached his or her eighteenth birthday on or before December 31 of the year preceding the show in question. For instance, a person who is eighteen on or before the 31st day of December 2006 is NOT eligible to show in juvenile or equitation classes in 2007. A person who becomes eighteen on January 1, 2007 or thereafter, shall be eligible for the 2007 season as a juvenile or in equitation. The same criteria shall be used to determine the age of those showing in equitation twelve years and under.
    18. All Riders in every class, except pleasure classes, of any show shall be properly attired in a suitable riding habit.
    19. All ponies shall be measured before the class begins on concrete or board of sufficient firmness, with regulation stick with level.
    20. The ringmaster shall have complete control of the horses and exhibitors while they are in the horse show ring.
    21. The decision of show judges and veterinarians shall be final.
    22. Stallions shall not be eligible to show in ladies or juvenile classes.
    23. The following classes shall be ridden by a juvenile only:
      Equitation
      Youth Walking Horse
      Juvenile Three Gaited
      Walk-Trot
      Road Pony Under Saddle
      Road Pony to Bike, Driven by a Juvenile
      ASB Pleasure, Ridden by a Juvenile
       
  7. Health Regulation:
    1. All Central Kentucky Horse Show Association shows are required to furnish a veterinarian for the duration of the entire show.
    2. The following regulations are supervised by the Kentucky Department of Agriculture, Division of Livestock Sanitation.
      1. All horses entering Kentucky, except unweaned foals, and other equidae, for any purpose other than immediate slaughter shall be accompanied by an official health certificate of state of origin issued by a state, federal or licensed accredited veterinarian and such certificate shall include:
        1. Veterinarian’s statement that examination was made within the past thirty days and revealed the animal to be free from symptoms of any infectious disease or exposure thereto, and
        2. Have attached thereto a copy of certificate of report from a laboratory approved by the USDA showing the animal(s) to be negative to EIA (Coggins) test for equine infectious anemia within the past twelve months.
      2. All horses and other equidae offered for entry into stables and for trail rides or racing shall be negative to test of AGID within twelve months and shall be accompanied by certificate of report from a laboratory approved by the USDA.
         
  8. Violations and Protest:
    1. Any exhibitor who shows shall not curse, threaten, abuse, or assault any horse show officials or any member of the local horse show committee shall be barred for not less than fifteen days or more than one calendar year, to be left to the discretion of the Executive and Rules Committees. In the event that this happens at any member show, then it shall be the duty of the manager of the show to immediately notify the President and Secretary of the Association. The President shall immediately notify all member shows. The exhibitor so accused shall have the right to a hearing or said charges before the Executive and Rules Committees upon written request by the exhibitor to the President. Said request must be postmarked within seven days from the time accusation is made. At which time the exhibitor may present his view of the occurrence and any additional evidence he might have to clarify his action. The decision of the Executive and Rules Committees upon the accused shall be final.
      In the event any exhibitor is barred from competing, the horse owned by the disbarred exhibitor at the time of his violation shall not be permitted to exhibit on this circuit for the time of his disbarment regardless of who owns the horse.
    2. The president of the Association, upon receipt of the accusation or protest shall notify the exhibitor that he has a right to a hearing not later than fourteen days after receiving the accusation or protest. Mailing is to be done by certified mail.
    3. The notification to the President and Secretary of any violations shall be in writing and signed by the manager of the member show.
    4. Any protest must be made to the local show committee who shall immediately notify the President or Secretary of this Association. The protest from the local show committee must be in writing and must be received by the President or the Secretary not later than seven days after the protested event. The protest must be accompanied by $50.00 from the protester which will be returned should be the protest be allowed.
    5. Protest will be considered only in those classes carrying points.
